Pinnacle Coal Operations operates an underground coal mine in the Bowen Basin, approximately 200 kilometres west of Mackay in Central Queensland. The mine produces over 2.5 million tonnes of metallurgical coal annually and employs 380 workers across underground extraction, surface processing, and administration. The site's electrical infrastructure includes standard portable equipment, three-phase machinery, hazardous area-rated equipment, and high-voltage distribution systems.
The Challenge
Mining operations face the most stringent electrical safety requirements of any industry in Australia. The Queensland Coal Mining Safety and Health Act 1999 and associated regulations impose requirements that go well beyond standard AS/NZS 3760 testing. Pinnacle Coal's safety and health manager, Karen Mitchell, was preparing for a comprehensive safety audit by the Queensland Mines Inspectorate scheduled for September 2024.
The mine had historically managed electrical compliance through a combination of in-house electricians and ad-hoc external testing. Records were maintained in a mix of paper-based registers and spreadsheets, with no centralised digital system. Previous audits had resulted in minor findings related to documentation gaps and overdue testing on non-critical equipment. Karen wanted zero non-conformances on this audit and recognised that a specialist test and tag provider with mining experience was needed.
Our Solution
We designed a comprehensive electrical compliance program specifically tailored to the unique requirements of an underground coal mining operation:
Hazardous Area Testing: Equipment used in or near hazardous areas (zones where explosive atmospheres may be present) requires specialised testing beyond standard AS/NZS 3760 procedures. Our technicians are certified to test and inspect Ex-rated (explosion-protected) equipment in accordance with AS/NZS 60079 series standards. Every piece of hazardous area equipment was inspected, tested, and documented.
Three-Phase Equipment Compliance: The mine operates numerous three-phase items including pumps, conveyors, ventilation fans, and processing equipment. We tested all three-phase equipment using appropriate procedures, including earth continuity testing on long cable runs, insulation resistance testing at elevated voltages, and RCD testing on portable three-phase residual current devices.
Digital Asset Register: We implemented a comprehensive digital asset register covering all electrical equipment on site, from underground miners' cap lamps and communication equipment to surface workshop tools and office appliances. Each item was assigned a unique identifier and QR code, with full test history and compliance status accessible via our cloud platform.
Audit-Ready Documentation: All test records were formatted to align with the Queensland Mines Inspectorate's expectations. We prepared a compliance summary package that included equipment registers, test certificates, calibration records for all testing instruments, technician qualifications, and a compliance gap analysis.
Results
Pinnacle Coal Operations underwent the Queensland Mines Inspectorate audit in September 2024 and achieved zero non-conformances related to electrical equipment compliance. The inspector specifically commended the quality of the digital asset register and the comprehensiveness of the hazardous area equipment documentation.
In total, our team tested and documented over 1,800 individual items across the underground workings, surface processing plant, workshops, and administrative areas. This included 340 hazardous area-rated items, 120 three-phase appliances, and over 1,340 standard single-phase items. The testing was completed over a four-day period with minimal disruption to production schedules.
